Does the concern over Kids fading away

Recently I read a news that a 5year old kid and his grand parents got released after detention over 9 months. What happened?
The grand parents carrying the small kid were trying to enter an Asian country with out sufficient documents. Upon arrival to that country, the immigration officials found that there were no sufficient documents were with them and for that reason they had been sentenced to jail over 9 months.

I agree that the grand parents should have checked  documents for all before traveling, but in this case some how they had missed. It is definitely a mistake done by the elders, but for that reason why a child needs to be punished. I cant imagine how could the officials make such a hard decision. What wrong that 5 year old kid has done?. For no reason, the kid was given such a big punishment. How much that kid would have been suffered with out his parents and also in jail? It is very hard to digest such acts.

May be such situation attract punishment but there should be some consideration on age, circumstances etc before awarding such punishments. Let us do some in-depth analysis on such regulations and acts.
